Dispur (Assam) [India], May 16: Assam Chief Minister Himanta Biswa Sarma on Friday unveiled a slew of development measures following the latest state Cabinet meeting, including the establishment of a large-scale Amul dairy processing plant, a food grain subsidy, and increased benefits for Information and Communication Technology (ICT) instructors.
In a post on X, CM Sarma wrote:
“In today’s meeting of the #AssamCabinet, we resolved to: Allow AMUL to set up a dairy processing plant with a capacity of 1 lakh litres/day; Roll out foodgrain subsidy from Oct’25; Enhance remuneration of ICT teachers; Provide benefits under IIPA to 2 investors.”
Key Announcements:
🐄 Amul Dairy Plant:
- Amul will set up a dairy processing facility with a capacity of 1 lakh litres per day at the Institute of Farm Management Campus in Rani.
- The state has approved 20 bighas of land for the project.
- Estimated cost: ₹75 crore (may go up to ₹150 crore).
- Expected to benefit around 20,000 dairy farmers.
- Part of the Advantage Assam 2.0 MoU initiative.
🍚 Food Grain Subsidy:
- Subsidized rates for essential items under NFSA:
- Masur dal at ₹69/kg
- Sugar at ₹38/kg
- Salt at ₹10/kg
- Rollout starts October 2025 in select districts.
- Full-state coverage begins November 2025.
- Items will be sold in separate packets to allow consumer choice.
💻 ICT Teacher Remuneration:
- 1,313 part-time ICT instructors under the Dr. Banikanta Kakati Computer Literacy Programme will receive:
- Honorarium hike to ₹20,000/month starting October 2025.
- Service tenure guaranteed until 60 years of age.
- Eligibility for state welfare schemes:
- Mukhya Mantri Lok Seva Aarogya Yojana
- Apun Ghar
- Apun Bahan
🏭 Private Investment Promotion:
- Under the Industrial and Investment Policy of Assam (IIPA):
- Two new investment proposals approved.
- Expected to generate ~1,000 jobs.
These decisions reflect the Assam government’s focus on rural upliftment, industrial development, and enhanced employment security for state-level educators.
