Union Minister Pralhad Joshi on Thursday launched two landmark initiatives: the ‘Anna Chakra’ Public Distribution System (PDS) Supply Chain Optimization tool and the SCAN (Subsidy Claim Application for NFSA) portal. These efforts aim to modernize India’s PDS and streamline subsidy claim mechanisms for states.
Key Features of Anna Chakra
The ‘Anna Chakra’ initiative, spearheaded by the Department of Food and Public Distribution in collaboration with the World Food Programme (WFP) and IIT-Delhi’s Foundation for Innovation and Technology Transfer (FITT), optimizes the PDS logistics network using advanced algorithms.
- Efficiency and Cost Savings:
- Reduces distance traveled and time taken in the PDS supply chain.
- Estimated annual cost savings of ₹250 crores.
- Decreased fuel consumption, logistics costs, and carbon footprint.
- Operational Scale:
- Covers 4.37 lakh Fair Price Shops (FPSs) and approximately 6,700 warehouses.
- Assesses route optimization across 30 states.
- Technological Integration:
- Integrated with the FOIS (Freight Operations Information System) of Indian Railways.
- Linked to the PM Gati Shakti platform, which includes geo-locations of FPSs and warehouses.
Introduction of SCAN Portal
The SCAN (Subsidy Claim Application for NFSA) portal is designed for automation and efficiency in subsidy claims for the National Food Security Act (NFSA):
- Provides a single-window platform for submission, scrutiny, and approval of subsidy claims by states.
- Automates processes for the release and settlement of food subsidies using rule-based workflows.
- Enhances transparency and speeds up the settlement process.
Minister’s Remarks
Speaking at the launch, Pralhad Joshi emphasized the transformative potential of these tools:
“’Anna Chakra’ route optimization not only saves time and reduces distances but also eliminates leakage through tracking. The SCAN Portal, developed and launched today, ensures a completely online, streamlined workflow for subsidy claims,” he stated.
Impact on Food Security Program
These initiatives are set to enhance the efficiency of the world’s largest food security program, benefiting 81 crore people under the PDS. The tools are expected to significantly improve supply chain performance, reduce costs, and contribute to environmental sustainability.
