New Delhi [India], January 16 : The University Grants Commission (UGC) has barred three universities in Rajasthan—OPJS University (Churu), Sunrise University (Alwar), and Singhania University (Jhunjhunu)—from enrolling PhD scholars for five years, starting from the academic year 2025-26.
This decision follows an investigation by the UGC Standing Committee, which found that these universities had violated UGC’s PhD Regulations and academic standards. The committee, tasked with ensuring that universities comply with prescribed procedures for awarding PhD degrees, reviewed data submitted by the institutions and identified multiple lapses.
“After evaluating the information provided by the universities, the Standing Committee found that these institutions did not adhere to UGC PhD Regulations and academic norms,” the UGC notice stated.
Despite being given the opportunity to explain their shortcomings, the universities’ responses were deemed insufficient, leading to the UGC’s decision.
“The UGC has decided to debar these three universities from enrolling PhD scholars for the next five years, starting from the academic year 2025-26 through 2029-30,” the notice read.
In addition, the UGC has warned prospective PhD students and parents against enrolling in PhD programs at these universities. Degrees awarded by these institutions during the debarment period will not be recognized for further education or employment.
UGC Chairman M Jagadesh Kumar emphasized the importance of maintaining rigorous academic standards in PhD programs. He noted, “Universities must be committed to upholding the highest standards. We will take appropriate action against institutions failing to comply with regulations. We are also reviewing PhD programs at other universities, and if found violating regulations, action will be taken.”
Kumar further stated that such measures are essential to safeguard the integrity and global reputation of Indian higher education and to ensure that doctoral programs contribute significantly to knowledge advancement.
