Prayagraj (Uttar Pradesh) [India], January 17: In light of multiple festivals and competitive exams taking place during the Mahakumbh Mela 2025, and to ensure the smooth maintenance of law and order in the district, the authorities have issued prohibitory orders effective until February 28, 2025.
An official announcement made by the Additional Commissioner of Police, Prayagraj, confirmed that the prohibitory orders are issued under Section 163 of the Indian Civil Security Code, 2023 (Bharatiya Nagarik Suraksha Sanhita, 2023).
The statement highlighted that the upcoming events, including the Mahakumbh, Amrit Snan, Republic Day, Mauni Amavasya, Basant Panchami, Maghi Purnima, and several religious observances such as Mahashivaratri, could lead to disruptions if the situation isn’t managed appropriately. Given the communal sensitivities in the area, the ACP emphasized that maintaining peace was crucial.
The following restrictions have been outlined in the order:
- Events & Gatherings: No public events, protests, or demonstrations shall be held without prior permission from the competent authority. Unauthorized gatherings or roadblocks are prohibited.
- Protests: Protests can only be conducted at the designated protest site near Patthar Church in Civil Lines Police Station.
- Drones: The use of drones, except for police and administrative purposes, is banned during the religious events within Prayagraj’s commissionerate.
- Weapons: The carrying of weapons, including lathis, axes, and firearms, is prohibited. Only authorized police and administrative personnel are exempt.
- Provocative Speech and Publications: No person may make or distribute any provocative speech, advertisements, or publications that may hurt the sentiments of any community.
- Social Media: The spreading of rumors or sensitive posts through social media or other platforms, which may disturb public order, is strictly prohibited.
- Audio/Video Materials: No individual may sell or display materials, including audio and video cassettes or CDs, that could cause confusion or tension.
- Damage to Property: Any damage to private or public property will be punishable.
- Business Disruptions: No one is allowed to forcibly close shops, factories, or commercial establishments, or obstruct the normal functioning of essential services.
- Vehicle Movement: Interfering with public transportation services, including buses, or causing damage to vehicles is prohibited.
- Traffic Obstruction: Blocking public roads or traffic will be punished, and no one may incite others to do so.
The Mahakumbh began on January 13 and will continue until February 26, with key bathing dates including January 29 (Mauni Amavasya), February 3 (Basant Panchami), February 12 (Maghi Purnima), and February 26 (Maha Shivaratri). The prohibitory orders are designed to ensure that these major events proceed peacefully and securely.
