The revised NPDD aims to expand milk procurement infrastructure, improve supply chains, and ensure better quality control, ultimately benefiting farmers.

Rashtriya Gokul Mission (RGM)

PM Modi highlighted the RGM’s contribution to boosting milk production, improving indigenous breeds, and empowering dairy farmers.

“The Cabinet’s decision relating to the Rashtriya Gokul Mission (RGM) will boost milk production, improve indigenous breeds, and empower several dairy farmers. It is a major effort towards self-reliance in the livestock sector,” PM Modi said.

The revised RGM has an outlay of ₹3400 crore during the 15th Finance Commission cycle. Key additions include:

  • 35% capital assistance for Heifer Rearing Centres.
  • 3% interest subvention for farmers purchasing High Genetic Merit (HGM) IVF heifers.

New Brownfield Ammonia-Urea Plant in Assam

PM Modi praised the approval of a Brownfield Ammonia-Urea Plant in Namrup, Assam, which will improve urea production in the Northeast and Eastern India.

“The Cabinet’s approval for a new Brownfield Ammonia-Urea Complex at BVFCL, Namrup, Assam will enhance domestic urea production, benefit farmers in Northeast & Eastern India, and create new employment opportunities,” PM Modi said.

The project, valued at ₹10,601.40 crore, will have an annual production capacity of 12.7 Lakh Metric Tonnes (LMT) and is expected to be completed in 48 months.

Promotion of Digital Payments

PM Modi also highlighted the Incentive Scheme for Low-Value BHIM-UPI Transactions (P2M), approved with a budget of ₹1500 crore for FY 2024-25.

“The incentive scheme on promoting low-value UPI transactions, which has been approved by the Cabinet today, will encourage digital payments and further ‘Ease of Living’,” PM Modi added.

The scheme aims to promote UPI transactions of up to ₹2000 for small merchants.

Greenfield Highway for Enhanced Connectivity

The Cabinet approved the construction of a six-lane access-controlled Greenfield Highway connecting JNPA Port (Pagote) to Chowk in Maharashtra. The project, costing ₹4500.62 crore, will enhance connectivity between Mumbai and Pune.
