PM Modi Inaugurates ‘Seva Teerth’: A New Era of Governance and Welfare

On February 13, 2026—a date marking exactly 95 years since New Delhi was formally inaugurated as India’s capital—Prime Minister Narendra Modi unveiled Seva Teerth, the new high-tech Prime Minister’s Office (PMO). Moving away from colonial-era nomenclature, the complex also houses the Cabinet Secretariat and the National Security Council Secretariat under one roof.

Along with Seva Teerth, the PM inaugurated Kartavya Bhavan 1 & 2, modern administrative blocks designed to house major ministries including Defence, Finance, and Health.


Key Decisions from Day One

The Prime Minister hit the ground running, signing four major files that focus on social security, women’s empowerment, and agriculture:

  • PM RAHAT Scheme Launched: A new life-saving initiative providing cashless treatment up to ₹1.5 lakh for road accident victims. The scheme ensures that the “golden hour” after an accident is used for treatment rather than financial processing.
  • Doubling the ‘Lakhpati Didi’ Goal: Having achieved the target of 3 crore Lakhpati Didis (women in self-help groups earning over ₹1 lakh annually) ahead of schedule, the PM set a new ambitious goal of 6 crore women by March 2029.
  • Agri-Infrastructure Boost: The outlay for the Agriculture Infrastructure Fund (AIF) has been doubled from ₹1 lakh crore to ₹2 lakh crore, aiming to modernize supply chains and reduce post-harvest losses.
  • Startup India Fund of Funds 2.0: A fresh corpus of ₹10,000 crore was cleared to support the next wave of innovation, specifically focusing on deep tech and early-stage startups.

Features of the New Secretariat

The building complex isn’t just a change of address; it’s a technological and environmental upgrade:

  • Sustainability: Built to 4-Star GRIHA standards, featuring renewable energy and advanced water conservation.
  • Motto: The walls are adorned with the philosophy ‘Nagriko Devo Bhava’ (Citizens are akin to God), reinforcing the shift toward service-oriented governance.
  • Modernity: Kartavya Bhavans feature digitally integrated offices and centralized reception areas to improve coordination across ministries.
