Odisha Restores University Autonomy With New Act, Launches Free UPSC Coaching For 200 Underprivileged Students

Bhubaneswar (Odisha), April 15: The Odisha University (Amendment) Act, 2024, officially came into effect on April 12, ushering in a new era of autonomy and progressive reforms in the state’s higher education system. Odisha Higher Education Minister Suryabanshi Suraj hailed the legislation as a pivotal move to restore academic freedom and reduce government interference in university functioning.

“It is the fundamental right of a university to have autonomy. The previous BJD government stripped that away, placing the entire system under government control,” said Suraj, addressing the media on Tuesday. “We are delivering on our promise by amending the Act, allowing universities the freedom to recruit faculty and appoint Vice-Chancellors independently, while also promoting collaborations with global institutions and industries.”

A landmark feature of the amendment is the removal of dependency on the Odisha Public Service Commission (OPSC) for faculty recruitment. Instead, universities will form their own expert-led committees, enabling timely and subject-specific appointments.

The Act also revises the selection process for Vice-Chancellors. A panel of three distinguished educationists will now be responsible for appointments, with the age limit raised from 67 to 70 to welcome more experienced leaders.

Another significant provision is the reintroduction of the Senate — the apex advisory body in universities — comprising 68 members, including teachers, students, educationists, and staff. At least two Senate meetings will be held annually to ensure participatory governance.

In an additional boost to student welfare, Suraj announced that the government will sponsor full UPSC coaching for 200 deserving but underprivileged students. “This includes stay, meals, and education — supporting those with dreams but limited resources,” he said.

Other reforms include enhancing the teacher-student ratio, launching distance education programs across universities, and increasing the Gross Enrollment Ratio (GER). To ensure financial transparency, universities will establish Finance and Building Committees, with all funds audited by the Comptroller and Auditor General of India and reported to the Odisha Legislative Assembly.
