Delhi Pollution Crisis: ‘No PUC, No Fuel’ Rule Enforced As AQI Reaches ‘Severe’ Levels

As a thick blanket of toxic smog and dense fog grips the national capital, the Delhi government has activated its most stringent anti-pollution measures. Starting Thursday, December 18, 2025, it has become mandatory for all vehicle owners to produce a valid Pollution Under Control (PUC) certificate to refuel at any petrol pump across the city.

The move follows a sharp spike in the Air Quality Index (AQI), which was recorded at an average of 398 (Very Poor) on Saturday, with several hotspots like Anand Vihar and ITO crossing the 420 (Severe) mark.

Key Enforcement Measures Under GRAP-IV

Environment Minister Manjinder Singh Sirsa announced that the “No PUC, No Fuel” policy is being supported by advanced technology and on-ground policing:

  • ANPR Surveillance: Automatic Number Plate Recognition (ANPR) cameras at fuel stations are being used to identify non-compliant vehicles.
  • Fuel Denial: On the first day of enforcement, nearly 2,800 vehicles were turned away from petrol pumps for lacking a valid PUCC.
  • Strict Penalties: Over 3,700 challans were issued within the first 48 hours to motorists violating emission norms.
  • Entry Ban: Non-Delhi registered vehicles below Bharat Stage VI (BS6) standards are strictly barred from entering the city, with exemptions only for EVs, CNG vehicles, and essential services.

1. Offline (Renewal)

Visit any government-authorized pollution testing center at fuel outlets. A probe is inserted into the exhaust to measure emissions. If within limits, a digital certificate is instantly uploaded to the VAHAN portal.

2. Online (Download)

If you have already done the test but need a digital copy:

  • Visit the official Parivahan Vahan Portal.
  • Enter your Registration Number and the last five digits of your Chassis Number.
  • Click ‘View Details’ to download and print your valid certificate.

Impact on Commuters

The enforcement has led to long queues at PUC centers, with some facilities reporting a 75% spike in issuance. Residents are also adjusting to Work From Home (WFH) mandates for private offices and a total ban on construction material transport into the city.

The Delhi Metro (DMRC) has increased train frequencies to accommodate those leaving their non-compliant cars at home.
