In a major breakthrough after two and a half years of administrative deadlock, the Standing Committee of the Municipal Corporation of Delhi (MCD) on Wednesday approved over two dozen critical infrastructure and policy proposals, marking a significant step forward in Delhi’s civic governance.
This was only the second meeting of the newly constituted panel, which reviewed 130 proposals, of which 23 were cleared.
🔧 Infrastructure: Parking, Roads & Streetlights
A key highlight is the automated multi-level puzzle parking facility at Bharat Darshan Park, Punjabi Bagh, West Delhi, with a capacity of 188 vehicles. The project is expected to ease congestion in the high-footfall zone.
Additionally, a citywide upgrade of streetlight infrastructure was cleared for the South, Central, West, and Najafgarh zones, modernizing LED networks in areas previously under the former South MCD.
Chairperson Satya Sharma also announced the launch of the “One Road-One Day” initiative, aimed at systematically improving roads across the city.
🗑️ Waste Management & Pollution Control
The panel cleared the long-pending waste processing unit for ingesta and dung drying at the Ghazipur slaughterhouse, complying with repeated National Green Tribunal (NGT) directives for scientific waste disposal.
This proposal had been held up since May 2022, when operations were suspended over environmental violations.
Additional approvals:
- 17 backhoe loaders for sanitation in South Delhi
- 24 mechanical road sweepers to combat dust pollution
- Central zone sanitation strengthening project
🐶 Community Dogs: New Policy in the Works
After mounting concerns over the growing community dog population and ineffective shelter management, the MCD will form a committee within 2–3 weeks to draft a comprehensive dog management policy.
“There are only 20 operational centers and ₹1.2 crore has been spent, yet the situation is unaddressed,” said councillor Rajpal Singh.
The proposed committee will:
- Review shelter infrastructure
- Set housing protocols
- Examine sterilization and euthanasia guidelines
Animal welfare experts have warned against expanding shelters, advocating instead for strict implementation of Animal Birth Control (ABC) Rules and increased vaccination and sterilization efforts.
🛑 Meat Shops & School Proximity
MCD has also directed a crackdown on illegal meat shops operating within 100 meters of religious places and schools. Satya Sharma said clear instructions have been issued to shut down such outlets.
🏫 Health, Education, and Layout Approvals
Of the 70 layout plans reviewed, only one—Hari Nagar DTC depot—was approved. All private modifications were deferred again.
Public health concerns were also flagged:
- 409 of 2,255 water samples tested this year failed quality checks.
- 174 of 870 random samples failed.
Despite repeated failures, no penalties have been imposed on the Delhi Jal Board (DJB). Sharma called for penal provisions to ensure accountability.

Opposition councillors from the Aam Aadmi Party (AAP) raised red flags over:
- Waterlogging across the city
- Poor infrastructure in MCD schools
- Shortage of teachers and health supervisors
