Indian Railways Overhauls Ticket Cancellation & Refund Rules

NEW DELHI — In a major effort to improve seat availability and eliminate black-marketing, Union Railway Minister Ashwini Vaishnaw announced a comprehensive restructuring of Indian Railways’ ticket cancellation and refund policies on Tuesday. The reforms, aimed at preventing “ticket cornering” by touts, introduce significantly stricter timelines for cancellations.

The new rules will be implemented in phases between April 1 and April 15, 2026.

1. Revised Cancellation & Refund Structure

The updated policy shifts the penalty slabs to discourage speculative bookings and last-minute cancellations, which previously allowed agents to hold multiple tickets and offload them close to departure for profit.

Note: Previously, the no-refund window was only 4 hours before departure.

2. Increased Flexibility for Passengers

While the cancellation rules have been tightened to combat misuse, the Railways has introduced two key “flexibility measures” to assist genuine travelers:

  • Boarding Point Changes: Passengers can now change their boarding station digitally (via IRCTC, app, or counters) up to 30 minutes before the train’s scheduled departure from its originating station. This replaces the previous restriction that required changes to be made before chart preparation.
  • Class Upgrades: Upgrades for counter tickets will now be permitted up to 30 minutes before departure.
  • Automatic Refunds: The requirement to manually file a Ticket Deposit Receipt (TDR) for e-tickets has been eliminated; refunds will now be processed automatically upon cancellation.
  • Counter Flexibility: Confirmed counter tickets can now be cancelled at any railway station across the country, removing the restriction to use the originating station.

3. Why the Change?

Minister Vaishnaw emphasized that these reforms are part of a broader 2026 “Reform Express” initiative. According to the Ministry, touts have historically used the existing refund window to block seats and cancel them only when they are certain they cannot sell them at a premium, effectively keeping seats empty or unavailable for genuine passengers.

As part of this ongoing crackdown, the Railways has already deactivated approximately 30 million suspicious user IDs and introduced Aadhaar-based OTP verification for Tatkal bookings to ensure higher transparency.
