India Showcases $28 Billion DRR Financing System At GPDRR 2025, Calls For Global Facility For Resilience Funding

Geneva, June 4, 2025 — Representing India at the 8th Global Platform for Disaster Risk Reduction (GPDRR) 2025, Principal Secretary to Prime Minister Narendra Modi, Dr. P.K. Mishra, spotlighted India’s world-leading Disaster Risk Reduction (DRR) financing architecture, which has cumulatively surpassed USD 28 billion, and is projected to reach USD 42 billion under the 16th Finance Commission.

In his address at the ministerial roundtable on DRR financing, Mishra hailed the United Nations Office for Disaster Risk Reduction (UNDRR) and acknowledged Brazil and South Africa for their leadership in sustaining the DRR dialogue through recent G20 presidencies.


India’s Structured DRR Financing Model

“For India, DRR financing is not a territorial issue — it is central to disaster management systems and to protecting development gains in an era of escalating climate and disaster risks,” Mishra stated.

He emphasized that India’s transformation from USD 1 million allocations in the early Finance Commissions to the current multibillion-dollar system reflects the strength of a rule-based and legislatively anchored financing framework.

The system flows seamlessly from the national to state and district levels, supported by the Disaster Management Act of 2005, which moved India from a reactive to a predictive and proactive disaster response model.


🌐 Call for Global Facility on DRR

Dr. Mishra urged the international community to pursue concrete, time-bound outcomes and proposed the creation of a global facility that would:

  • Catalyze funding
  • Offer technical assistance
  • Facilitate knowledge exchange

The proposal aims to help nations with limited resources scale up their disaster resilience infrastructure and collaborate on climate and disaster risk mitigation strategies.

“India remains committed to global cooperation in DRR and stands ready to share its experiences,” he added.

On the sidelines of the summit, Dr. Mishra held key bilateral discussions with:

  • Kenya’s Cabinet Secretary Kipchumba Murkomen

  • Philippines’ Secretary Renato U. Solidum Jr.
    🔹 Focus: Exploring synergies in disaster risk strategies and joint efforts to build safer, more resilient futures.
