India-EU Hold First Strategic Dialogue; Strengthen Cooperation On Defence, Security, And Indo-Pacific Stability

Brussels [Belgium]: India and the European Union (EU) deepened their strategic partnership with the inaugural EU-India Strategic Dialogue, held on Tuesday in Brussels between High Representative for Foreign Affairs and Security Policy/Vice President of the European Commission Kaja Kallas and External Affairs Minister S Jaishankar.

The dialogue focused on bilateral relations, global security challenges, and defence cooperation amid the growing complexity of the international security landscape.

As per the European Union statement, both sides stressed the significance of collaboration in crucial areas such as:

  • Counterterrorism
  • Cybersecurity
  • Hybrid threats
  • Maritime security and domain awareness
  • Space security
  • Defence industry partnerships
  • Combating foreign information manipulation and interference

The two leaders reaffirmed their commitment to uphold a rules-based international order, founded on shared democratic values and converging strategic interests. Discussions highlighted the growing interconnectedness of security developments in Europe and the Indo-Pacific, affirming the importance of their joint engagement in these theatres.

High Representative Kallas welcomed India’s interest in exploring a formal EU-India Security and Defence Partnership, which would mark a significant advancement in their defence ties. Both sides agreed to initiate a comprehensive Dialogue on Space, with the first session planned for late 2025.

Progress was also reported regarding negotiations for a Security of Information Agreement, aimed at enhancing structured and secure information exchanges. Moreover, they hailed the deepening operational cooperation between the EU Naval Force operations ATALANTA and ASPIDES and the Indian Navy, reflecting strengthened maritime security coordination.

On counterterrorism, both leaders underscored the need for sustained joint efforts, revealing plans to convene a dedicated Counterterrorism Dialogue later this year.

Discussing regional matters, India and the EU emphasised their shared interest in maintaining a free, open, and rules-based Indo-Pacific.

On the conflict in Ukraine, they reaffirmed the necessity of pursuing a comprehensive, just, and lasting peace aligned with the UN Charter and international law.

Condemning the terrorist attack in Pahalgam, Jammu and Kashmir, the EU and India agreed on the right of every nation to protect its citizens against terrorism. The High Representative encouraged India-Pakistan bilateral engagement to foster long-term regional peace.

On developments in the Middle East, both sides stressed the importance of adhering to international humanitarian law and ensuring unhindered humanitarian aid delivery in accordance with global principles.
