Himachal Pradesh ‘Wild Chicken’ Controversy Deepens

A Non-Governmental Organisation (NGO) based in Dharamshala has formally filed a complaint with the Himachal Pradesh Wildlife Department regarding the alleged serving of ‘wild chicken’ (jungle fowl) at a dinner attended by Chief Minister Sukhvinder Singh Sukhu. The incident, reportedly violating the Wildlife Protection Act of 1972, has sparked widespread outcry from animal rights groups and political leaders.

NGO’s Stance and Complaint

The NGO, an animal rights organisation, led by Dheeraj Mahajan, filed the complaint with the Chief Conservator of the Wildlife Department, demanding a thorough investigation and action against those involved.

“Jungle fowl comes under the Second Schedule of the Wildlife Protection Act and cannot be killed or served in food. It is morally and legally wrong. If the Chief Minister, who leads the state, promotes this, we strongly oppose it,” Mahajan said.

The organisation urged authorities to verify facts and penalize individuals responsible for:

  1. Killing or consuming jungle fowl.
  2. Promoting its hunting or consumption.

CM Sukhu’s Clarification

Responding to the controversy, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu denied consuming wild chicken, clarifying that he was only offered country (desi) chicken during the event and did not eat it.

“Local villagers were offering me country chicken, but I don’t consume it. A channel broadcast this as if I was eating chicken. Non-vegetarian food is part of life in the hills, and this issue is being politicized unnecessarily,” CM Sukhu said in a video released by the Chief Minister’s Office (CMO).

Political Reactions and Fallout

The controversy has triggered a political storm, with the opposition Bharatiya Janata Party (BJP) and animal rights activists demanding accountability:

  1. BJP’s Reaction:
    • BJP state spokesperson Chetan Bharta demanded a public apology from the CM and strict action against those involved.
    • Former Chief Minister Jairam Thakur condemned the incident:“The serving of a protected species like wild chicken is unacceptable and illegal. The government must address this issue swiftly.”
  2. Animal Rights Activists:
    • The incident has drawn sharp criticism from animal welfare groups, highlighting the need for stricter enforcement of wildlife protection laws.

Wildlife Protection Act – Key Point

Under the Wildlife Protection Act of 1972, the jungle fowl (wild chicken) is listed under the Second Schedule, providing it protected status. Hunting, killing, or consuming species under this schedule is a punishable offence.

Background of the Incident

  • The controversy emerged during a public dinner in Kufri, Shimla, attended by CM Sukhu and other officials.
  • The menu reportedly included:
    • Wild chicken
    • Bichu booti (a local herb)
    • Traditional breads made from maize and wheat.
  • A video shared by an animal welfare organisation brought the matter to public attention, sparking political and legal scrutiny.

Conclusion

The ‘wild chicken’ controversy in Himachal Pradesh has highlighted concerns regarding wildlife protection laws and ethical responsibilities of state leaders. While CM Sukhu denies consuming protected species, the NGO’s complaint has intensified calls for a formal probe into the incident. With mounting political and public pressure, the Wildlife Department is expected to take action to determine the facts and uphold legal accountability.
