Haryana To Launch Statewide Campaign To Expand PM Surya Ghar Muft Bijli Yojana: Anil Vij

Haryana Energy Minister Anil Vij on Tuesday announced that the Pradhanmantri Surya Ghar Muft Bijli Yojana will be expanded across the state in the form of a large-scale campaign, with the aim of making Haryana the leading state in India in terms of rooftop solar installations.

Addressing a review meeting with senior officials of the Energy Department, Vij said the state government is committed to ensuring that rooftop solar systems are installed in the maximum number of households under the central government’s flagship scheme. The meeting focused on accelerating the implementation of the PM Surya Ghar Muft Bijli Yojana, which was launched by the Centre in February 2024.

The central scheme aims to install rooftop solar (RTS) systems in one crore households across India by FY 2026–27, with a total outlay of Rs 75,021 crore.

To ensure faster implementation, Vij announced that monitoring committees will be constituted by both power distribution companies — Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN). These committees will closely track progress and help remove bottlenecks in the rollout of the scheme.

The minister also directed officials to develop an online monitoring system that will provide real-time data on rooftop solar installations. This system will allow easy tracking of solar systems installed across divisions, circles and other administrative units in the state.

In addition, Vij asked officers to explore the possibility of appointing a dedicated agency to speed up the installation of solar systems. He said a revolving fund could be created for this purpose to support large-scale deployment.

According to the minister, the state government has already approved the allocation of Rs 100 crore each to UHBVN and DHBVN to support the expansion of the scheme.

During the meeting, Principal Secretary (Energy) Shyamal Misra assured that the scheme would be implemented using a target-based approach, with close monitoring at every level. He informed the minister that around 3,000 rooftop solar systems are currently being installed every month by the two power distribution corporations.

For the financial years 2025–26 and 2026–27, UHBVN has set a target of installing rooftop solar systems in one lakh households, while DHBVN aims to cover 1.22 lakh households, Misra said.

Misra further highlighted the subsidy benefits available under the scheme. Eligible beneficiaries with an annual income of up to Rs 1.80 lakh receive a central government subsidy of Rs 60,000 and a state government subsidy of Rs 50,000 for installing rooftop solar systems of up to 2 kilowatts. This brings the total subsidy to Rs 1.10 lakh per household, significantly reducing the cost burden for consumers.

With enhanced monitoring, funding support and a campaign-driven approach, the Haryana government hopes to rapidly scale up rooftop solar adoption and strengthen the state’s push towards clean and affordable energy.
