Government Mulls Targeted Relief Package For Vodafone Idea To Ensure Continuity; DoT To Submit Proposal To PMO

New Delhi: The Government of India is considering targeted financial relief for Vodafone Idea Ltd. (Vi) to ensure the continuity of its operations, sources told media. The proposed support is aimed at keeping the struggling telecom company afloat rather than clearing its entire debt or outstanding dues.

According to officials familiar with the discussions, the Department of Telecommunications (DoT) is preparing a detailed proposal to be submitted to the Prime Minister’s Office (PMO) in line with the Supreme Court’s order issued on Monday. The document will outline the scope of relief, the reassessment process, and the quantum of support that could be extended to the company.


Relief Focused on Sustainability, Not Bailout

Sources said the relief package will be carefully structured to maintain Vodafone Idea’s operational continuity, ensuring it remains a viable player in the telecom market. The final decision on the nature and scale of assistance will depend on the DoT’s recommendations and the assessment of the company’s financial position.

Officials emphasized that the government’s intention is not to create a duopoly in India’s telecom sector, which is currently dominated by Reliance Jio and Bharti Airtel. Instead, the Centre aims to preserve healthy market competition and prevent further consolidation, which could hurt consumer interests.

A senior official told NDTV Profit, “Vodafone Idea’s situation is unique, and therefore requires a tailored approach. The government wants to ensure continuity without distorting competition.”


Supreme Court’s AGR Order Brings Clarity

The move follows the Supreme Court’s latest decision allowing the government to reconcile all Vodafone Idea dues till fiscal 2016–17, bringing much-needed clarity to the Adjusted Gross Revenue (AGR) issue that has plagued the telecom operator for years.

The apex court’s order, which modifies its earlier ruling from October 27, could significantly impact Vodafone Idea’s total payable amount once the recalculation of AGR dues is completed.

Mahesh Agarwal, the company’s legal counsel, told NDTV Profit that Vodafone Idea will make a formal representation to the government once the court’s written order is uploaded, expected by Tuesday.

He further stated that there were “several mistakes in the calculation of AGR dues” and that the principal amount may decline substantially after reconciliation.


Background: Vodafone Idea’s Financial Struggles

Vodafone Idea, formed by the merger of Vodafone India and Idea Cellular in 2018, has been struggling with mounting debt, shrinking market share, and massive AGR liabilities. Despite multiple fund-raising attempts and tariff hikes, the company continues to face liquidity challenges.

The government’s partial conversion of Vi’s dues into equity earlier helped stabilize operations temporarily, but analysts believe further intervention is needed to prevent the company’s financial collapse.


Next Steps

The DoT’s proposal to the PMO will be the first major step following the Supreme Court’s modification order. The scope of relief could include payment restructuring, interest waivers, or partial government-backed support, though officials have made it clear that no full bailout is being considered.

If approved, the relief could help Vodafone Idea restore investor confidence, strengthen network operations, and continue its 5G rollout plans—critical for ensuring competition in the Indian telecom landscape.
