Goa Assembly Passes Bill To Streamline Civil Suit Valuation And Court Jurisdiction

PANAJI, Goa— The Goa Assembly passed the Goa Claims Valuation Bill 2025 on Wednesday. This is a highly important bill that will make it easier to assess civil claims, especially those that involve land. This law makes it easy to find out which courts have power and how much they charge.

Pramod Sawant, the Chief Minister, brought the bill to the House. He stated that it gives the state government the power to create regulations, with guidance from the High Court, about how to figure out how much land is worth in different sections of Goa. He said that making sure that valuations are consistent is highly important for decreasing disagreements and confusion about both court jurisdiction and the costs of legal operations.

The Goa Suits Valuation Bill, 2025, is the new version of the Goa Suits Valuation Act of 1965. The primary aim is to align the valuation process with the recently introduced Goa Court Fees Act of 2024. Sawant said this alignment will help determine the value of suits for court jurisdiction and fees, especially those related to land.

The bill’s major goal is to create a new, clear-eyed way to value lawsuits in Goa so that the procedure is always the same and easy to follow. People believe that this consistency is essential for accurately calculating court fees and identifying the court with jurisdiction. The law’s major purpose is to make it easy to figure out how much land-related disputes are worth so that the correct courts can hear them, especially those that can only be handled by civil courts.

The statute also stipulates that for specific sorts of litigation, the court fee and the jurisdictional value will be the same. It also has measures in place to stop unnecessary appeals that are merely based on technical problems with valuation. This reduces down on lawsuits that don’t need to happen.

The new statute lets the High Court determine notional valuations for situations that are hard to put a number on. It also tells you exactly how to make jurisdictional objections and when appellate or revisional courts can hear these complaints. The idea is to make the process safer and more open.

The Goa Suits Valuation Bill, 2025, will become law on a date that the state government will tell you. The government can issue orders to address any difficulties that crop up during its implementation for two years. This makes the changeover run more smoothly.

The former Governor of Goa, P.S. Sreedharan Pillai, said that Article 207 of the Constitution should be used to put the policy into effect. This enabled the Assembly to approve it.
