Chandigarh: Haryana Director General of Police (DGP) Shatrujeet Singh Kapur is likely to be replaced by senior officer O P Singh, top sources told media on Thursday.
The development comes amid a growing controversy over the alleged caste-based harassment and abetment to suicide of IPS officer Y Puran Kumar.
Sources said DGP Kapur and Narendra Bijarnia, head of Rohtak police, are likely to be sent on leave following the incident.
The late officer, Y Puran Kumar, in an eight-page suicide note, accused 10 senior and retired police officials, including Kapur and Bijarnia, of “blatant caste-based discrimination, targeted mental harassment, public humiliation, and atrocities.”
Chief Minister Holds Meeting; HCS Association Demands Fair Probe
According to sources, Chief Minister Nayab Singh Saini met DGP Kapur earlier in the day to discuss the sensitive case.
Meanwhile, the Haryana Civil Services (HCS) Association has written to the state government urging that the matter be handled with the “utmost seriousness, sensitivity, and fairness.”
The association demanded that a First Information Report (FIR) be registered promptly and that the investigation be transparent, timely, and impartial under the new criminal laws.
“In the interest of justice, it is absolutely necessary to temporarily remove the accused officers from their posts to avoid any undue influence on the investigating team,” the association stated.
Wife’s Complaint and Demand for Arrests
Amneet P Kumar, wife of the late officer and an Indian Administrative Service (IAS) officer, has filed a police complaint naming DGP Shatrujeet Singh Kapur and SP Narendra Bijarnia for abetment to suicide.
She has also sought charges under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, alleging her husband faced systematic persecution due to his caste background.
Amneet, currently serving as the Commissioner and Secretary of Haryana’s Department of Foreign Cooperation, was in Japan with a state delegation led by the Chief Minister when her husband took his life at their Sector 11 Chandigarh residence on September 29, by shooting himself.
In her complaint, she urged immediate arrest of the officers, stating,
“They are powerful and hold influential posts and will make all efforts to manage the situation in their favour, hampering investigation, including tampering with evidence and influencing witnesses.”
She added:
“This is not an ordinary suicide but a direct result of systematic persecution of my husband — an officer from the SC community — by powerful and high-ranking officers who mentally tortured him to the extent that he was left with no other option.”
Suicide Note Details
Calling the eight-page note a “document of broken spirit,” Amneet said it exposes the names of officers “whose relentless actions pushed him to the edge.”
In his final note, the officer wrote that he had made several representations to authorities seeking “equity of treatment”, but his complaints were ignored and even used vindictively against him.
“Instead of addressing my concerns, the representations and complaints were ignored and are now being used against me in a malicious and revengeful manner,” he wrote.
Recent Transfer and Career Background
Just days before his death, on September 29, Y Puran Kumar, a 2001-batch IPS officer, was transferred from his post as Inspector General (Rohtak Range) to the Police Training College in Sunaria, Rohtak.
His sudden transfer, combined with alleged workplace harassment, is now under scrutiny as part of the ongoing investigation.
