New Delhi, April 17 – In a move to curb rising noise pollution, the Delhi Police has issued a standing order mandating prior written permission for the use of loudspeakers and public address systems across the city. The directive, aligned with the Noise Pollution (Regulation and Control) Rules, sets out stringent norms regarding noise levels and permissible hours for usage.
As per the new rules, the use of any loudspeaker, sound-producing device, musical instrument, or sound amplifier is prohibited during night hours (10 pm to 6 am), unless it is within closed premises like auditoriums, community halls, or in cases of public emergency.
Written permission is now compulsory for the use of such sound systems in public spaces, including equipment rented from tent houses. Tent and generator suppliers have also been barred from providing such items without verifying written approval from local police authorities.
District Deputy Commissioners of Police (DCPs) have been instructed to ensure strict enforcement of this order and take legal action against violators.
Permissible Noise Limits:
- Industrial Areas: 75 dB(A) from 6 am–10 pm; 70 dB(A) from 10 pm–6 am
- Residential Areas: 55 dB(A) from 6 am–10 pm; 45 dB(A) from 10 pm–6 am
- Silence Zones: 50 dB(A) from 6 am–10 pm; 40 dB(A) from 10 pm–6 am
Noise from loudspeakers or sound systems must not exceed 10 dB(A) above ambient standards or 75 dB(A), whichever is lower. For privately owned sound equipment, the limit is 5 dB(A) above the ambient standard.
Penalties for Violations:
- Improper Loudspeaker Use: ₹10,000 fine + equipment confiscation
- Diesel Generator Sets:
- Over 1000 KVA: ₹1,00,000
- 62.5–1000 KVA: ₹25,000
- Up to 62.5 KVA: ₹10,000
- Construction Equipment Noise: ₹50,000 + sealing/confiscation
- Firecracker Violations: Penalties for bursting beyond permitted hours
- Weddings/Rallies: ₹10,000 fine in residential areas, ₹20,000 in silence zones
The Delhi Police affirmed that these noise regulations will be strictly implemented throughout all districts in the capital to ensure public peace and compliance with environmental standards.
