Delhi Government To Introduce Transparent, Socially Conscious Excise Policy: CM Rekha Gupta

The Delhi Government is set to unveil a new Excise Policy that promises transparency, accountability, and modernisation in liquor distribution, while safeguarding the welfare of vulnerable communities, according to an official statement released today.

Chief Minister Rekha Gupta emphasised that the policy is being designed with a “people-first” approach, ensuring that social security and public health remain central to its provisions. “This policy will not only improve revenue collection but will also prevent misuse and protect sensitive sections of society from the ill effects of alcohol consumption,” the Chief Minister stated.

A high-level committee, led by Delhi Chief Secretary Dharmendra Kumar, is presently finalising the framework of the new policy. The committee is also reviewing excise policies of several other states to adopt best practices in regulation, sales, and distribution. Their review includes models that have shown success in curbing illegal liquor trade, enhancing consumer protection, and maintaining social balance, the release said.

The new policy, expected to be ready by June 30, will feature key reforms such as:

  • Scientific testing of liquor quality to ensure consumer safety.
  • Digitisation of the sales system to prevent leakages and irregularities.
  • Transparent licensing procedures to curb corruption.
  • Strict action against illegal sales and black marketing.
  • Public awareness campaigns to discourage misuse and public consumption of alcohol.

CM Gupta assured citizens that the Excise Department is providing full support to the committee, which is also thoroughly reviewing the current and previous excise policies of the Government of NCT of Delhi (GNCTD).

In a sharp critique of the former government’s excise policy, CM Gupta alleged that it was riddled with corruption and favoritism, resulting in undue benefits to select private firms and substantial loss of government revenue. “The previous policy neither adhered to legal norms nor considered public welfare. Its flaws were so severe that investigative agencies had to intervene, ultimately leading to its withdrawal. This failure was evident in the arrest of the former Chief Minister and several ministers,” she said.

Gupta further assured that the new excise policy will set a benchmark for integrity and public interest. “We value the trust of Delhi’s people above everything. There will be no scope for corruption or malpractice under this policy,” she declared.

The Chief Minister added that consumption of liquor in public places will be strictly monitored and penalised, to ensure public peace and safety.

The government reiterated that this new policy will not merely be a revenue-generating document, but a comprehensive social responsibility framework, protecting health, security, and harmony in society.
