Delhi Assembly’s Monsoon Session To Commence On August 4, Goes Fully Paperless With NeVA Platform

New Delhi, India | July 30, 2025: The Third Session (Monsoon Session) of the Eighth Legislative Assembly of the National Capital Territory of Delhi is set to begin on August 4, 2025, at 2:00 PM in the Assembly Hall, Old Secretariat, Delhi. This session marks a significant leap towards digital governance as it will be conducted as a fully paperless session through the National eVidhan Application (NeVA) platform.

Delhi Assembly Speaker Vijender Gupta announced the tentative schedule, with sittings fixed from August 4 to 8, 2025. However, the session may be extended beyond these dates depending on the exigencies of legislative business. Each sitting will commence at 2:00 PM and continue until the day’s scheduled business is concluded.

In a move to streamline and digitize legislative procedures, Speaker Gupta has directed that all notices, including Questions and Resolutions, must be submitted exclusively through the NeVA Portal. Members intending to raise matters under Rule 280 (Special Mention) are required to submit their notices via the NeVA Portal by 5:00 PM on the working day prior to the intended date. A balloting process will be held at 11:00 AM in the Secretary’s Room on the respective day to determine the inter-se priority of the first 10 notices.

Members have been advised to keep their submissions brief and focused, limited to 8 to 10 lines, pertaining to a single issue related to one department. They must also strictly adhere to the submitted text while speaking in the House.

To facilitate this digital transition, a dedicated facilitation center, the NeVA Sewa Kendra, is functioning to provide technical assistance to Members or their authorized staff for online submissions during working hours (9:30 AM to 6:00 PM).

Speaker Gupta has urged all Members to actively participate in this historic paperless Monsoon Session and to strictly adhere to the new procedures, aiming for a smooth, transparent, and productive legislative process. This move aligns with the larger national push for e-governance and reducing paper consumption in legislative bodies across India.

The NeVA platform is a comprehensive digital solution designed to make the legislative processes of State/UT Legislatures paperless from end to end. It promotes transparency by providing online access to live-streaming sessions, records of debates, legislative proceedings, and various legislative documents. Delhi is among the latest legislatures to join this platform, with 19 State/UT legislatures having already transformed into fully digital Vidhan Sabhas through NeVA by June 2025.
