Delhi Assembly To Go Fully Paperless In July Monsoon Session Under NEVA Initiative

New Delhi [India]: In a significant push toward digital governance, Delhi Legislative Assembly Speaker Vijender Gupta announced on Wednesday that the Monsoon Session of the Delhi Assembly, scheduled for July, will be conducted entirely paperless.

This transition will be facilitated by the National E-Vidhan Application (NEVA) — a centralized, digital platform designed to streamline legislative procedures and enhance transparency.

An official statement from the Speaker’s Office confirmed that advanced software and mobile applications developed under the NEVA initiative will power the paperless proceedings. The move aligns with the central government’s ‘One Nation, One Application’ vision, aiming to digitize state legislatures across India.

Earlier in the day, Speaker Gupta and Deputy Speaker Mohan Singh Bisht, along with a delegation from the Delhi Assembly, visited the Odisha Legislative Assembly to study the implementation of NEVA there. They were received by Odisha Assembly Speaker Surama Padhi and Chief Minister Mohan Charan Manjhi, who shared key insights into the deployment of NEVA technology.

“Odisha has adopted a highly efficient and well-integrated model after learning from the experiences of other states. We plan to adapt and refine this model for Delhi,” Gupta said.

During their visit, the Delhi delegation inspected NEVA’s components, including mobile apps, interactive dashboards, digital war rooms, and service centres — all designed to support seamless legislative operations.

Gupta also stated that Delhi will invite Odisha’s technical experts to help facilitate a smooth and effective digital transition.

“Our goal is to make Delhi Legislative Assembly a pioneer in technological innovation, setting an example for other states. Going paperless is not just about efficiency — it’s about transparency, speed, and sustainability,” he added.

The delegation concluded their official visit by offering prayers at Bhubaneswar’s revered Lingaraj Temple. Calling it a “deeply spiritual and serene” experience, Gupta was joined by his wife Shobha Vijender during the visit.
