Businessman Amandeep Singh Dhall Challenges Chargesheet In Delhi Excise Policy Case

New Delhi (India), March 6: Amandeep Singh Dhall, a businessman accused in the Delhi Excise Policy CBI case, has moved the Delhi High Court to challenge the chargesheet against him and the related summoning order. The Central Bureau of Investigation (CBI) has opposed the petition, questioning its maintainability, as the petitioner approached the Court after a delay of two years.

During the hearing, Justice Vikas Mahajan asked the special public prosecutor (SPP) for the CBI to file a note on the maintainability of the petition. The matter has been scheduled for a hearing on March 19.

SPP DP Singh argued that the cognisance order, issued two years ago, could have been challenged earlier, and that the petitioner now sought to file a quashing petition after an extended delay.

Dhall’s petition, filed through Advocate Adit S. Pujari, asserts that he was not involved in the conspiracy with the other accused in the case. Justice Vikas Mahajan inquired whether Dhall was challenging both the chargesheet and the summoning order, asking if there was any other prayer, specifically regarding the FIR.

Advocate Pujari clarified that Dhall was challenging only the chargesheet and the summoning order, as the FIR had already culminated in the chargesheet. He also mentioned that the CBI had filed a supplementary chargesheet against Dhall in 2023, following which cognisance was taken, and summons were issued. The investigation was completed in July 2024, and a supplementary chargesheet was filed in 2025.

The Court asked the CBI whether its sole objection was related to the expiration of the limitation period. The CBI confirmed that the limitation period had lapsed and argued that the petition could not stand.

This case is part of the larger investigation into the Delhi Excise Policy case, in which former Delhi Chief Minister Arvind Kejriwal, former Deputy CM Manish Sisodia, and others have also been implicated.
