Assam To Restrict Aadhaar Issuance To DCs To Curb Illegal Immigration, Approves Key Cabinet Decisions

Guwahati (Assam) [India], June 27: In a bid to tighten security and prevent illegal immigrants from obtaining Aadhaar cards, the Assam government will soon implement a rule mandating that Aadhaar cards for adults can only be issued by District Commissioners (DCs), Chief Minister Himanta Biswa Sarma announced on Friday.

Speaking after a state cabinet meeting, CM Sarma explained that the decision is part of the government’s efforts to safeguard Assam’s demographic profile and curb illegal infiltration. “Last night, we pushed back 20 more Bangladeshis as part of our ongoing efforts to detect and expel illegal infiltrators. Soon, Aadhaar cards for adults will only be issued through DCs to ensure illegal immigrants cannot acquire them,” Sarma said, adding that a formal decision will be finalized in the next cabinet meeting.

In addition to the Aadhaar move, the Assam Cabinet, chaired by Sarma, approved the allotment of government land for 942 infrastructure projects in urban areas across 11 districts under Mission Basundhara 3.0. The cabinet also sanctioned the allotment and settlement of government land for 1,977 non-government educational, religious, and socio-cultural institutions in 12 districts.

Furthermore, the cabinet approved amendments to the Assam Panchayat (Constitution) Rules, 1995, introducing a transparent lottery and rotation system for reserving the offices of President and Vice President of Zilla Parishads for SC, ST, and women candidates. The lottery will be conducted publicly in the presence of political party representatives, administrative officials, and stakeholders to ensure fairness.

The cabinet also passed the Moran Autonomous Council (Amendment) Ordinance, 2025, and the Matak Autonomous Council (Amendment) Ordinance, 2025, to update key provisions in the Moran and Matak Autonomous Council Acts of 2020, aiming to enhance governance and promote the development of the Moran and Matak communities.
