After Pax Silica, Govt Eyes Germany & Canada Pacts To Secure Critical Minerals Supply Chain

The Union government is set to deepen its push for supply chain resilience in critical minerals by partnering with Germany and Canada. The proposed collaborations aim to secure access to minerals vital for clean energy technologies, semiconductors, electric mobility and defence manufacturing.

According to reports, the Union Cabinet of India may approve a joint declaration of intent with Germany for cooperation in exploration, sustainable mining, technology transfer and strengthening supply chains. A similar agreement with Canada is also expected to receive clearance at a Cabinet meeting chaired by Narendra Modi.

Strategic Push After Pax Silica

The move comes days after India joined the United States-led strategic grouping Pax Silica at the AI Impact Summit. The initiative seeks to reduce global overdependence on China in the critical minerals and semiconductor ecosystem, including rare earth elements.

The Ministry of Electronics and Information Technology had described Pax Silica as a coalition of trusted nations working to secure the “silicon stack” — spanning raw materials, chip fabrication, advanced AI systems and deployment infrastructure.

Expanding Global Partnerships

India has been actively strengthening international ties to ensure access to minerals essential for technological sovereignty. Shortly after joining Pax Silica, India also signed an agreement with Brazil during the state visit of President Luiz Inácio Lula da Silva, focusing on cooperation in critical minerals and rare earth supplies.

With the global race intensifying for resources needed in electric vehicles, renewable energy and next-generation defence systems, India’s outreach to Germany and Canada signals a broader strategy to diversify sourcing and reduce strategic vulnerabilities.

If approved, the agreements are expected to formalise long-term cooperation in mining, processing, technology sharing and resilient supply chain development.
