ECI Mandates Aadhaar e-Sign for Online SIR Enumeration: Voter Confusion Persists

The Election Commission of India (ECI) is moving forward with the second phase of the Special Intensive Revision (SIR) across 12 states and Union Territories, but the mandatory online procedure for the Enumeration Form has led to continued confusion among voters.

The new digital workflow, overseen directly by the ECI, aims to streamline verification and reduce paperwork by requiring every elector to submit their details through a secure, identity-verified process.

Strict Online Submission Rules

According to the Standard Operating Procedure (SOP), the online SIR form can only be filled by the elector for themselves, as it requires mandatory Aadhaar-based e-sign for final submission.

This digital submission is governed by strict compliance requirements:

  • Name Match: The elector’s name on their EPIC (2025) must match exactly with the name registered in the Aadhaar e-sign system.
  • Active Mobile Number: The mobile number linked to the elector’s EPIC must be active for OTP verification during the login process.
  • Pre-Requisite for Unlinked Numbers: If an elector’s mobile number is not currently linked to their EPIC, the SOP instructs that they must first update it by submitting Form 8.
  • Offline Requirement: Voters whose identity details do not align with the e-sign system’s requirements are explicitly warned to complete the process through their Booth Level Officers (BLOs).

Step-by-Step Guide to Online Filling

To access and complete the Enumeration Form:

  1. Login: Voters must log in via the Voters’ Service Portal (voters.eci.gov.in) and select the “Fill Enumeration Form” option.
  2. Details & OTP: After selecting their state, the user enters their EPIC (2025) number. The portal auto-fetches the elector’s details, and an OTP is sent to the linked mobile number to complete the login.
  3. Category Selection: Voters must choose one of three categories to proceed:
    • Name existed in the previous SIR roll.
    • Parents’ names appeared in the previous SIR roll.
    • Neither the voter’s nor their parents’ names appeared in the previous SIR roll.
  4. Verification: Based on the selection, the portal either displays the voter’s previous SIR details or requests relative information for further verification.
  5. Final Submission: After reviewing a preview of the filled form, the final step involves Aadhaar verification and a declaration confirming the accuracy of the information submitted.
