Patna: The Election Commission of India (EC) on Tuesday released the final electoral rolls for Bihar, ahead of the upcoming assembly elections scheduled for October-November 2025.
The rolls, updated through a Special Intensive Revision (SIR) after 22 years, show that 48 lakh names have been excluded from the list compared to June this year.
“In light of the SIR, the final electoral roll dated September 30, 2025, has been published. Any voter can check the details of their name in the voter list through the link, voters.eci.gov.in
,” an EC official said.
Bihar Final Voter Roll: Key Numbers
7.89 crore voters were on record on June 24, 2025, before SIR began.
65 lakh names removed for reasons such as death, migration, or duplicates.
7.24 crore voters appeared on the draft list (August 1, 2025).
3.66 lakh more names deleted after scrutiny.
21.53 lakh names added or re-included after claims and objections.
Final tally (Sept 30, 2025): 7.42 crore electors.
What Next for Excluded Voters?
The EC clarified that:
Eligible individuals can still apply for inclusion up to 10 days before the last date of nominations.
Appeals can be filed under Section 24 of the Representation of People Act, 1950 — first with the district magistrate, and second with the state’s chief electoral officer.
Poll Schedule Expected Soon
According to sources, the election schedule will be announced within a week. The first phase of voting is likely after Chhath Puja (Oct 25–28), meaning late October or early November.
A briefing for 470 observers is scheduled on October 3.
The current Bihar assembly’s term ends on November 22, 2025, meaning results must be declared before then.
Political Backdrop
The SIR has triggered political controversy:
Opposition leaders, led by Rahul Gandhi, accused the EC of “vote chori” and claimed crores of genuine voters may be disenfranchised.
The matter is pending in the Supreme Court, which recently directed the EC to accept Aadhaar as valid proof.
The EC, however, assured that “no eligible citizen will be left out of the voter list.”
In the 2020 assembly polls, the NDA won 125 of 243 seats (BJP 74, JD(U) 43), while the RJD-led Mahagathbandhan (INDIA bloc) secured 110 seats.
