Over 6.99 Crore Voters In Bihar Submit Enumeration Forms Ahead Of Draft Electoral Roll Release On August 1

New Delhi [India], July 17: The Election Commission of India (ECI) has received Enumeration Forms from more than 6.99 crore voters in Bihar, ahead of the release of the draft electoral roll on August 1, 2025. This marks a significant participation rate of 88.65% out of the total 7,89,69,844 registered electors in the state as of June 24, 2025.

Out of the submitted forms, 6,47,24,300 have already been uploaded to the system—81.96% of the total electorate. However, about 54.07 lakh voters (6.85%) are yet to complete their enumeration form submission.

During the door-to-door verification drive, Booth Level Officers (BLOs) reported that 35,69,435 voters (4.5%) were not found at their registered addresses despite three visits. The breakdown of these missing electors is as follows:

  • 12.55 lakh (1.59%) are suspected to be deceased
  • 17.37 lakh (2.2%) are believed to have permanently shifted
  • 5.76 lakh (0.73%) are found to be enrolled in multiple locations

To verify these cases and maintain an accurate electoral roll, the ECI will start sharing the data with District Presidents of political parties and their 1.5 lakh Booth Level Agents starting July 18, requesting them to confirm the status by July 25.

Additionally, the ECI is conducting special verification for missing voters—those not found at home during the BLO visits. These efforts aim to prevent the exclusion of any eligible voter, especially those wrongly marked as deceased, shifted, or dually enrolled.

To enhance voter awareness and participation, the Commission has organized special voter verification camps in 5,683 wards across 261 Urban Local Bodies (ULBs) in Bihar.

While the Bihar Assembly elections are anticipated in October or November 2025, the Election Commission has not yet declared the official polling dates.
