Union Minister of State (MoS) for Home Affairs Nityanand Rai delivered India’s official country statement at the 3rd Ministerial Conference on Civil Registration and Vital Statistics (CRVS) in Asia and the Pacific on Thursday, according to the Embassy of India in Thailand.
Held in Bangkok and organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the conference focused on the theme: “Towards the shared vision of universal and responsive civil registration and vital statistics.”
In his remarks, MoS Rai spotlighted India’s achievements in expanding and digitizing its civil registration system, specifically noting the country’s success in enhancing coverage and improving the quality of vital statistics through administrative reforms and digital platforms like DigiLocker.
“He highlighted India’s success in enhancing coverage of civil registration system through digitalization and administrative reforms, and a robust vital statistics system for responsive policy planning and implementation,” the Embassy said in a post on X.
Rai also met with Armida Alisjahbana, Executive Secretary of UNESCAP, during the visit. The two discussed how India and ESCAP can work collaboratively to assist other development partners in the region by sharing India’s experiences and best practices in civil registration and data governance.

The event serves as a regional platform to accelerate progress toward comprehensive, inclusive, and technologically advanced civil registration systems, which play a crucial role in policy planning, service delivery, and social protection.
According to its official website, UNESCAP is “the most inclusive intergovernmental platform in the Asia-Pacific region”, composed of 53 member States and 9 associate members. It works in key developmental areas such as energy, ICT, disaster risk reduction, trade, macroeconomic policy, social development, and statistical governance.
