Mizoram CM Launches SDG And Project Monitoring Dashboard To Boost Transparency And Accountability

Aizawl (Mizoram) [India]: Mizoram Chief Minister Lalduhoma inaugurated two new digital dashboards – the Sustainable Development Goals (SDG) Dashboard and the Mizoram State Project Monitoring Dashboard (MPLAN) – at an event held on Monday in the Conference Hall of the Planning & Programme Implementation Department in Aizawl.

The Chief Minister highlighted the importance of sustainable development projects in advancing Mizoram’s growth.

He stated that the state government would set up a framework for these initiatives, establishing priorities that would be reflected on the SDG Dashboard.

“Our aim is to foster a transparent and accountable governance model. We have established the Mizoram State Project Monitoring Committee, which includes representatives from all political parties and NGOs, ensuring inclusivity in the monitoring process. This new dashboard will provide real-time project insights, enabling more effective oversight and enhancing outcomes across all development initiatives in Mizoram,” said Lalduhoma.

Dr. Renu Sharma, Chief Secretary of Mizoram, delivered a speech during the launch programme.

The event was chaired by Vanlaldina Fanai, Commissioner of Planning, who provided the introductory remarks, while Lalmalsawma Pachuau, Secretary of Planning, presented the contextual background of the two dashboards.

The SDG Dashboard is partially funded by the Ministry of Personnel, Public Grievances and Pension, and the Planning and Programme Implementation Department, Government of Mizoram. The Government of Mizoram has collaborated with UNDP to establish the SDG Dashboard and a CSR Matchmaking Portal in the state. To expedite local-level monitoring and SDG implementation, states are required to develop a Local Indicator Framework (LIF) aligned with their unique development priorities, data needs, infrastructure, and resources.

The Government of Mizoram has adopted this framework, creating indicators to monitor SDGs at village, district, urban local body, and state levels.

The dashboard will capture data based on indicators mapped to various departments, schemes, districts, and PRIs. The SDG Dashboard will be fully accessible to the Chief Minister, Chief Secretary, Department Heads, and other officials, with limited public access to reports and graphs.

The objectives of the SDG Dashboard are to develop a data-driven, interactive platform for capturing Local Indicator Framework indicators, focusing on nine thematic areas at the village level, with data entry capabilities at district and block levels. The dashboard will enable the generation of goal-wise, theme-wise, and indicator-wise results and facilitate the creation of a State SDG Index to rank districts and villages, promoting competition in achieving SDG targets. It also aims to strengthen capacity building for quality data collection, entry, and collation while providing support to the state.
**MPLAN (Mizoram Plan Analytics Dashboard)**

MPLAN is an Integrated Programme Evaluation and Monitoring System designed to optimise resource allocation and utilisation across the state. Developed by Integrity Tech Solution for Rs 69.99 lakh and funded by NITI Aayog under its State Support Mission, MPLAN will provide a centralised, comprehensive view of all state projects and schemes, bringing uniformity to project submission and addressing existing departmental challenges.

MPLAN aims to centralise project information, standardise submission processes, enable real-time monitoring, support data-driven decision-making, and enhance transparency and accountability.

Departments will be required to submit projects via the dashboard, following guidelines for Concept Notes and Detailed Project Reports (DPRs) to facilitate easier submissions to funding agencies and timely funding approval.

With real-time data and analytics integration, the MPLAN dashboard will serve as a vital tool for administration, enabling comprehensive monitoring of project, scheme, and policy implementation across sectors. It will provide visibility into ongoing projects, offering stakeholders and administrators a clear view of current initiatives.

Furthermore, it will establish a framework for evaluating project success based on predefined metrics, supporting long-term strategic planning.
